About the Role
You will be joining a multi-disciplined property team of approximately 40 which cover asset management, compliance and facilities. The facilities team has c20 members, covering soft services, hard services, building surveying, project management and site facilities staff. You will be based from New Shire Hall in Alconbury, a brand new and state of the art, purpose built facility for the organisation. The organisation operates a hybrid working arrangement so the postholder would have the option to work from home for part of the week. Occasional travel to other locations within Cambridgeshire will be required from time to time.
The Premises Programme Manager will report into the Head of Facilities Management. They will manage around 200 commercial premises across 33,000 acres of land in Cambridgeshire which consists of £1.4 billion worth of property assets and collects £16million worth of rental income per annum. The portfolio is diverse and spread across the county, it consists of properties including; New Shire Hall, Libraries, Corporate offices, Respite Centres, Highways depots, playgroups and community centres.
You will be a focal point and lead for up to 50 minor to major projects at any one time, working through feasibilities, option appraisals and business cases, then seeing these through to completion. Projects will typically include alteration, changes of use, improvement works, office turnover, as well as opening and closing premises. The annual capital programme is valued at c£15m with most projects being sub c£3m, you will be responsible for the financial management of all premises projects including estimating, budgets, cost control and project procurement.
As the Premises Programme Manager, you will develop an in-house team of property project managers, whilst also utilising out-sourced building contractors and professional services including consultants, architects, engineers, surveyors and project managers. You will manage Project Plans, Cost Plans, Quality Plans through to Practical Completion, handover, certificates, warranties, O&Ms, “As built” Cad plans, retentions and lessons learned etc.
You will provide professional and technical advice and input regarding Property and Facilities Management and Programme/Project Management, Health & Safety (CDM), strategic planning, contract management, procurement, building regulations, building compliance and accessibility legislation, space planning and move management.
As the successful candidate you will be educated to at least HNC/HND level in a Programme/Project Management, Building Construction, Facilities Management, IOSH, or equivalent comparable professional qualification. Membership of a professional body such as RICS, CIOB, CIBSE, NEBOSH, IWFM is highly desirable.
You will act as a subject matter expert, providing advice and direction across all levels of the organisation. This is a role that will require you to be a competent communicator and able to develop customer relationships at both strategic and operational levels. Stakeholder management experience is key as you will be working closely with councillors, partners, the public, consultants and contractors.
You will have experience from a similar construction project or programme management position, leading on projects with values up to £3m, managing budgets and reporting on progress throughout the project lifecycle. A thorough understanding of relevant legislation, industry best practice, compliance, building regulations and planning is essential. Local government experience is desirable, and a driving license is essential due to the travel required across the county.
