Have you got the skills to be a leader in performance reporting and improvement? Are you able to nurture collaboration, work productively with a range of stakeholders and deliver a range of performance reporting and insight to inform both service improvement and business as usual activity?
At Hertfordshire County Council, we’re looking for a Quality and Performance Manager to join our Shared Services Team, for our Integrated Services for Learning Teams who help schools, settings and families to improve outcomes for children and young people with additional needs and special educational needs and support. You’ll help inform and deliver service priorities as well as supporting our ambitious SEND strategy as part of our wider drive to be excellent across children’s services.
The Quality and Performance Manager will lead a team of analysts, working closely with our corporate intelligence colleagues, operational services, IT leads and improvement teams, to deliver effective frameworks for performance monitoring and reporting from our Liquid Logic case management systems as well as a range of other national and local data sources so that we have good visibility of our measurement of outcomes, inputs, outputs and service user experience.
You’ll be a key voice in championing evidence-based practice and helping us to develop and improve our case management and reporting systems and approaches. As a key member of the ISL Shared Services Management Team, you will also help lead our overall shared services approach to underpinning our operational services with effective business support and development. You’ll also join a wider community of practice around performance as well as supporting Hertfordshire’s active participation in regional and sector-led performance groups
Job Duties:
Helping to make evidence based decision at heart of how our services operate. Likely to work with our individual services across ISL but also with our wider Inclusion & Skills Directorate.
Oversee the transition towards and development of a suite of Power BI Dashboards to:
Ensure that data recording practice in new/upgraded case management system modules are aligned with the service’s reporting needs before new functionality goes live i.e. performance measures are specified up front, their supporting reports, Power BI Dashboards are developed/included in User Acceptance Testing (UAT).
Ensure the opportunities presented by the collection of real-time attendance, suspension and permanent exclusion data are fully realised across children’s services.
Use awareness of the strategic priorities of the service to anticipate future data requirements e.g. responses to inspection recommendations for improvement, or changing demographics in the local population.
Support and challenge senior management and service leads to deliver service improvement through analysis and recommendations where required to inform future provision needs.
You will have proven experience in working with service leads and data professionals to deliver effective dashboards and performance reports and overseeing a regular cycle of management information reporting as well as supporting the development and improvement of case management and other systems and operational processes from a data and reporting perspective. You will relish the opportunity to collaborate with others to problem-solve and have a strong track record of leading and managing successful teams and getting the best out of those you work with.
