Smart DCC Operates in a complex regulatory framework consisting of the Smart DCC licence supported by the Smart Energy Code (SEC). This regulatory framework which governs DCC's activities. is about to undergo significant change, with the addition of the new Retail Energy Code (REC) and the major reform of the wider energy code landscape. As DCC looks to meet its licence obligation to reuse and innovate on the platform, the organisation is increasingly affected by competition law and GDPR constraints. The renewal of the licence in 2025 will also be an opportunity for change and reform.
Historically, DCC's Regulation Team has played a vital role in advising DCC on how it can navigate, comply with and benefit from the smart metering regulatory framework, as well as being responsible for drafting significant parts of the SEC. It has also supported the organisation to understand the framework, assess proposed changes and facilitate consultations on regulatory change.
However, going forward DCC is increasingly balancing the delivery of mandated business with permitted business and looking for opportunities to deliver on its licence requirements to facilitate the reuse of the Smart DCC network and the return of the investment made to date by its customers.
This will require a new business partnering approach - proactively working with teams across the business to identify areas where the legislative framework will need to change to facilitate growth and innovation and developing forward legislative and engagement plans to bring about that change.
We are looking for four regulatory business partners to support this new approach
The Regulatory Business Partners will:
Provide dedicated regulatory business partnering support to a portfolio of programmes or functions within the business, advising on the opportunities for regulatory change / streamlining that will support delivery of DCC's objectives
Proactively drive forward the changes identified - engaging with teams across the business to develop the detail of the change proposals and rationale for change.
Engaging with customers, BEIS and Ofgem to seek support for the proposed changes and consulting where appropriate to seek customer input.
Navigating changes through the external regulatory governance structures to bring them to conclusion
Provide a key point of contact within the business for advice on the regulatory landscape and supporting teams to solve problems and enable change.
Build the organisations knowledge and capability in relation to the regulatory landscape
Build relationships with BEIS, Ofgem and SECAS
Pro-active horizon scanning of the regulatory landscape to identify opportunities for change
Preparation of a two-year forward plan of regulatory change for the area which the post holder provides regulatory business partner support for
Co-ordination and delivery of the regulatory changes identified in the forward plan
Preparation of regulatory consultation documents as required
Building relationships with key regulatory stakeholders
Regular teach ins / lunch and learns on the organisations regulatory obligations to boost organisational knowledge
At least one regulatory business partner will have line management responsibility for a small team of regulatory analysts.
Skills and Experiences Essential
Strong self-leadership - able to set a clear forward workplan for themselves and others
Excellent communication skills - ability to take a complex topic and explain it in simple terms for internal and external audiences
Strong track record of preparing complex / regulatory documents and reports
Solutions focussed - acting as an enabler within the organisation
Ability to work with multiple and complex sources of data and draw out key insights
Ability to build and maintain relationships with key internal and external stakeholders - working across boundaries to deliver outcomes
Ability to influence and persuade others of a particular position or viewpoint
Confident in engaging with senior stakeholders and presenting at senior level meetings
Experience of leading and managing individuals or small teams
